Yes. Every computer that supports TCP/IP has the same localhost address (127.0.0.1), and even if you don't have a network card (or a modem), you can still use 127.0.0.1.


By default, Freenet uses localhost for ports 8888 (web interface) and 8481 (FCP, or Freenet Client Protocol) to prevent other computers from accessing them.
