Is that really the upstream bandwidth of your connection? If so, you need to get a better Internet connection. If not, you need to determine why Freenet is unable to use your bandwidth. The obvious answers are some other program using it all, or something badly misconfigured. Do you have other programs using significant bandwidth on your connection? If so, try turning them off or limiting their bandwidth usage.
