Looks like your node is having problems. Checklist:
1. Is your output bandwidth limit set to no more than half your total upload 
bandwidth?
2. Is something using a lot of CPU other than Freenet?
3. Is Freenet itself using a lot of CPU?
4. Are you having some sort of network problems e.g. high ping time, packet 
loss, dodgy wifi connection etc?
