Well change it if you don't like it! It's a catchall test: we try to use
the Sha1Test class to download a file from the mirrors... and if that
fails we display this template.

As far as I know they are at least two jvm bugs which trigger it:
        - the infamous openjdk bug which has already been fixed upstream
        - the lack of implementation of any KeyStore on gnu-classpath
