Going to need more information, particularly for an intermittent 
problem. What OS? What network protocol? Can you identify any more 
info about when it works and when it doesn't, and which kind of fault 
you get (multi-user, or network available)? Are all of the ebase 
files set to multi-user?

There are lots of folks using ebase successfully in a similar 
situation, so I'd say the problem has something to do with the 
particular arrangements on your network.
