Don't really know.  In Massachusetts, there's a new law that the lines have
to be re-drawn in time for the 2002 elections (it used to be 4 years).

The stuff made available from the census bureau so far seems to be oriented
to groups who want to play with re-drawing state house/congressional lines
(data and maps).  The general word on the website is that they will make
data available as it is ready.  The stuff so far is pretty detailed and
accessible.

The data for the zip_ file came from Mailers+4 which is updated 6 times per
year and is pretty good about included recent updates from the post office,
area code changes, etc.

So how knows?
