The problem is that it SHOULD have been working the way it generated
the config. Isn't it working for you?
For some reason, for me, the local net conflicted with the ACL given
in squid/advanced/acls/*
For a fast fix, in case you got the same problem (just check squid output):
- remove the "acl pf_networks .." line
- remove pf_networks acl from the "http_access allow CONNECT" line,
leaving the others intact (pf_ips, pf_admin_port)
- add a line "http_access allow localnet" anywhere after the localnet
definition.

Be warned, your config will be overwritten after you push a save in
the webconfigurator.

PS. Is the http_access CONNECT causing this? Isn't that for letting
the specified source connect to the squid proxy?

In this case, you could just leave the pf_networks acl, delete it from
the "http_access allow CONNECT" line and add a "http_access allow
pf_networks" line.
