Sometimes it'S required that you use the "Packet mode" for the bootloader. Everytime I had the issue you described checking the packetmode option in the installer made it boot. Also see our wiki for some more suggestions: http://wiki.pfsense.com/wikka.php?wakka=BootTroubleShooting
