All I can think of is more Nokia weirdness. This is an IP330 with three on-board NICs.
The IPxxx boxes certainly do have "special" NIC's. I personally haven't tried VLAN's on fxp cards, but I seem to recall others having the same issue I described with some Intel cards. /me shrugs...
