The modecfg exchange is somewhat standard as it was defined as several
ietf drafts. Here is the most recent document that I am aware of ...

Newer versions of racoon and other ike daemons support modecfg. Some of
these will impersonate a cisco product which allows for a more advanced
modecfg attribute set to be used.
