I would check any "used computer store" re-pc here in Seattle has lots of cheap older 100MB SW's for under 30USD. Option B is something like the WRT54G from Linksys, you can used a hacked firmware for them that is VLAN aware (openwrt, seavsoft, etc.. (please don't anyone go off on any tangent of OSS and GPL)). Option C is lower end "business use gear" I.e. Linksys business or DLink. Option D is leasing or buying a real switch.
I prefer HP Procurves myself over the craptastic CISCO's. My Question to you is why. Only reason I can foresee is for testing and you should be testing for the gear you use. If you're looking at trunking it can be real twitchy. I.e. trunking for Failover VS throughput If you're looking for security, then you should be using a separate NIC and just making the rules. Others have pointed towards the fanless 1800 product line http://www.procurve.com/news/fanless1800.htm They're around the same price as Netgears (J9028B sells for about 270 EUR, the 1800-8G for some 110 EUR -- GS108T-100US for 75 EUR), so I would go with HPs.
