If you had proxy ARP configured for that IP, it would respond. Verify
you have the VIP on the correct interface and it is entered correctly.
Check ps list for choparp, verify IP and interface.

What pfSense version?  Trying to combine CARP and PPPoE could lead to
panics in 1.2, but possibly not in 1.2.1. You don't need CARP though,
proxy ARP is fine.

Google the first two.  Other is for additional public IPs where you
don't need ARP.
