This sounds like Ticket #1790 (the detailed steps are have moved from .../Misc/router/pfSenseProblem.html to .../Resources/Misc/router/pfSenseProblem.html). I recently had this same issue with our current router (newer hardware with pfSense 1.2.1) when our ISP erroneously killed some of our static IPs. This occurs when either there's no IP address delivered or when their "dummy" IP is delivered (a 10.something address that really points to one of their internal systems). BTW, I was unable to find any way to bring up a single ticket by simply supplying the ticket number (e.g., 1790). The search doesn't do this and I didn't see any other mechanism.
