I'm forwarding requests from XP SP3 across dhcrelay no problem (FreeBSD 7.1 base OS, comparable to 1.2.3-RC1 - if you're running 1.2.2 or earlier it might be a difference in versions). It's not a configuration option as far as I can see, but I could be missing something.
