I don't believe this is 1.2.2-RELEASE, it does not have admin support compiled into racoon, neither should it generate a racoon.conf with a admin port section.
Please use a 1.2.2 from the mirrors or the 1.2.3-RC, it should work properly with regards to reloading and dynamic dns.
