Little fix just add '/sbin' path to binary just to make sure that init subsystem will run it:

echo "/sbin/swapon /dev/ad1s1" > /usr/local/etc/rc.d/startup.sh ; chmod +x /usr/local/etc/rc.d/startup.sh; reboot
