In pfSense 1.2.3 which I'm also using, go to "SERVICES" à "DHCP server". At the bottom of the screen you'll see "MAC address IP address Hostname Description" then click on the + button. Here you can enter the mac address, preferred IP address, Hostname and a description. Set the client PC to DHCP and you'll see that the PC get the defined IP address.
