I don't see a bug. I see a 'patch' to encrypt the passwords stored in accounts.xml.
This has been discussed many, many, times here, and to sum up what the developers have stated (please, correct me if I'm wrong), is the passwords are sent in clear text, and there's no intention to change this. Or am I misreading the page you linked to and not seeing the 'bug'?
