As default it uses both... Typically use of 5222 is encouraged and 5223 is considered deprecated, but some older clients don't support switching to TLS within a stream on 5222.
Of course, neither of these ports are open at libraryim.co.douglas.or.us - I'd suspect a firewall or broken NAT rule.
