At the server (as it says), in your ISP, in your company's intranet, in
your firewall, on the wireless connection to your router, or anywhere
else between your PC and the server.
Knowing which server it is and how you are connected to the internet may
help, as would enabling the debug window and cutting and pasting its
contents, after a failure (remove passwords, etc.). However you are
probably going to have to debug your internet connection, if this
problem is frequent.
(Some options above may not apply, but, unless you tell us about your
internet connection, we cannot know that.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
