I'm using Yahoo and the buddy I want to permanently remove is using Yahoo too. The buddy is no on my contacts in my Yahoo account.

However, the answer is probably that you are using a corporate IM service, Facebook, or some similar system that prevents you from manipulating the buddy list within an IM client. In this case, you'll have to remove the buddy from whatever the primary source for your buddy list is.
