Architect Prabham Wulung correctly observes that Los Angeles is now busy building railway lines (“Lessons From Los Angeles Warn of the Perils of Freeways,” April 20). Unfortunately, he then promotes the common misconception that these railway lines are designed to reduce traffic congestion. They are not. According to the Los Angeles Metropolitan Transit Authority no railway line in LA has ever reduced congestion. The purpose of railway lines is to increase a city’s ability to transport more people to and from a given area. The main beneficiaries of this are real estate developers who can then build larger buildings. Unfortunately, once these are built and workers, trucks and customers, have to get there — traffic gets far worse.
