If it's an AT power supply, then leaving it plugged in would theoretically
provide better grounding. But it's best to unplug an ATX power supply before
messing with the guts of your machine, because of its "always-on" feature
(provided so it will wake up when prompted to by modem or LAN activation).
Otherwise you could easily ruin an expansion card just by reseating it
(short circuits and all that). To avoid confusion, I now unplug them all
before tinkering, whether AT or ATX, and use a ground strap.
