Okay, does that modem require any kind of program be run to wake it up
first?  That may be run in the initialization batch file of the old software
but not in the new software.  The siig20x modems for instance work fine too
if you run cb20xpc.exe first and they're pci modems too.  Second, you may
not have a correct modem initialization string in both sets of programs in
the proper spots.
If I remember properly there's no pci modem that works in dos without a
wakeup program needed to be run first.  If the modem came with a disk that
has a dos subdirectory on it for sure that's your problem.
