I do exactly that using fetchmail to download my mail from my ISP's 
POP3 server. Fetchmail passes each d/l'd message to procmail, which 
sorts the messages into different folders based on an egrep of the From 
header. My MUA is Mutt, but fetchmail/procmail will do what you want. 
No need for a POP server.

I use the versions of fetchmail and procmail that came with my SuSE 
5.2. Both have enough documentation to allow even a newbie to get them 
configured for simple stuff like this.
