I'm guessing, but it may give you a clue.
There are 2 plugin directories, one in ./netscape in your
home directory, and one in the default installation directory,
usually /opt/netscape.

Do you have the MOZILLA_HOME environment variable set?

Anyways, look for the plugins in both places, and if possible
copy them into your $HOME/./netscape/plugins.

In Netscape , click on HELP, then About Plugins to see which 
plugins are installed. Do this as user and root to see if they are 
different.
