Thanks for the replies everyone. This is what I've done in response, but
without any luck :(

I've tried to send ATZ in minicom and using 'echo atz > /dev/ttyS1' but I
get no response. I installed WVDIAL also, but when I run WVDIALCONFIG, it
doesn't find the modem on the serial ports.

Yes, I dual boot with Win95. It works every time in Windows. If I remove
and autodetect in W95 is detects it on COM2 with the standard irqs and I/O
address, so It seems to be set up fine there.

Yes--same results

I don't have easy access to a meter, but if it works fine under Win95, could
this still be a problem?

The only other isa cards I have are a SCSI card and sound card. Neither are
PnP, and are jumpered to irq 10 and 05 respectively. When I run 'cat
/proc/interrupts' both irq 3 and 4 for the two serial ports don't show up,
so it appears that neither are in use. Removing these isa cards doesn't
seem to help either.

I double checked again. Serial port 1 goes to COM1, and Serial Port 2 ->
COM2. I also double checked the modem connection on COM2 (and tried on
COM1).

I opened my machine, and the cables are still connected properly and snug.

Nope. I removed the references to any modem/serial device in the rc.config
also.
Are there any other methods to troubleshoot this? Thanks for your patience.
As soon as I get this working, everything will be setup, and can start to
migrate away from M$.
