Yep. You can use xkeycaps to create German and English keymaps
and xmodmap to load them. First run 

xkeycaps >~/us

choose a keyboard, e. g. `PC 102...' and `Linux/XFree86 US
layout', then click `Restore Default Map', `Restore', `Write
Output', `All Keys', `Quit'. Then do a

xkeycaps >~/ge

and repeat everything for a German keyboard. Now you can switch
between English and German keyboard layout by simply typing
`xmodmap ~/us' or `xmodmap ~/ge'.
