When I first setup my Linux server for IP Masquerading and firewalling,
I had problem with FTP. A kind soul send me the following fragment that
I use for as part of my firewall rules. I'm not sure if this is what
you're actually looking for:

# Allow clients to use FTP through gateway
#
ipfwadm -I -a accept -P tcp -S 0/0 21
ipfwadm -I -a accept -P tcp -S 0/0 20
/sbin/modprobe ip_masq_ftp
