You don't need to change permission of /etc/rc.config file but check for
PERMISSION_SECURITY keyword in it cause that file is only needed by SuSEconfig
mechanism to setup correctly your system without you to need edit anyother file.
If you change the default setting of PERMISSION_SECURITY tag just turn back and
set it as "easy", or if you have setted up as "paranoid" just put yourself in
the "trusted" group.
