Then it sounds like you have a network configuration problem, rather
than a problem with Netscape. Have you got a working DNS? Can your
system resolve hostnames?
Netscape doesn't "connect to your ISP" as such. It uses your existing
network to connect where you ask it to. You can tell it to do everything
through a proxy, or to connect directly to each host that you point it
at, but if it can't resolve the proxy address, or any other addresses
that you give it, then you have an underlying problem with your system.
Check that you have the correct nameserver(s) listed in
/etc/resolv.conf.
