I added my normal user account to the dialout and uucp groups via yast
and am able to dialout as a non-root user.

Sorry, I can't help you there. Maybe you can take a look at the
individual scripts the /etc/ppp directory. When I set up my connection
as directed by the ppp-howto, I created a script that had some modem
init values in it, maybe if you check out the howto, it'll point you the
the right file

I think that MTU and MRU are set in the /etc/ppp/options file. I just
checked and that's where you set it. Use mru ### and mtu ### to set the
values. I don't know how yast sets up ppp, but the modem init string
appears to be in the ppp-on-dialer script from the ppp-howto. There's a
line that reads like:

      OK              ATDT$TELEPHONE

where ATDT is the init string (I think) and $TELEPHONE is your isp's ph
