Under KDE, under K->SuSE->Configuration->mouse there is a utility to adjust
the double click speed. I believe it is also possible to do under SaX (?)
A releated question: My middle mouse button works as a double click in
Xemacs and no where else in X. Why? Does Xemacs handle the clicks or X?
Basically, does anyone know what I'm talking about?

Yep. I have a very active imagination; it's been a personal
