Since you removed the "Lock" line from /etc/ppp/option file the only
thing left to do is make sure that you can run /usr/sbin/pppd. As root
do "chmod a+s pppd" on it. YaST removes the +s from pppd when ever you
run it, so remember to restore +s to pppd everytime you run YaST or
change the setting in /etc/permissions.
