I just visited the 'tucols' site and it is just an empty directory.

TUCOWS[1] is an acronym for The Ultimate Collection Of Windows
Software and has a heavy slant towards internet related software.

There is another site called TUDOGS[2] (The Ultimate Directory of
Gratis Software) that has been around for about 2 years or so.  They
are really just a directory linking to the home sites of the free
software, art work, etc they list.  Well the people that run TUDOGS
started a Linux site called TUDOLS[3] (The Ultimate Directory Of Linux
Software) about 3 months ago.  Perhaps this is what the original
poster is referring to.  In any case it's worth a look.
