The numbering started like this:
This is the year of our Lord! (Y1)
Then comes the second year of our Lord (Y2)
Now we are in the 1999th year of our Lord.
When the year 2000 ends excactly 2000 years have passed since
the beginning of the first. Therefore the next millennium
starts at 01.01.2001 and not 00.00.2000
