What are you trying to get it to do? Are you building your own
version of LaTeX, are you adding packages or new hyphenation, or did
you simply want to configure teTeX for your own installation?
Assuming the permissions are set correctly you need to be root to get
texconfig to change your installation of teTeX in any permanent way.
(I would suspect.) What errors are shown in your logfile?
