This is arough guess: /etc/XF86config. When setting up X, you can alter
these parameters. Rerun sax / XF86Setup, but save your config file
before.

There might be a chance in KDE as well.....

For my problem:

no. it affects all and all of a sudden after upgrading. Nothing
critical, but annoying.
