While Alex is, of course, correct, the system you telnet from should have
already set the TERM variable up and transmitted this information across
the link.  If it's not there on the host system, waggle your finger at the
admin (even if the admin is you).  The command most commonly used to set
this up is 'tset' and should probably be in your .bashrc/.cshrc in some
form.

Another possibility is you may be referring to a telnet client running on
another type of operating system, such as Windows or a Mac.  Be especially
wary of the Windows default 'telnet' program which claims to support
vt100, but doesn't come close to a functional implementition.  You can get
lots of better telnet clients from http://www.tucows.com.  I used to use
CRT on windows when I had to use windows at all.
