As was the intent, Mr. McCaffrey wished to disrupt hemp commerce in a manner that would cause hesitation within the exploding industry, if not draught. It worked for a bit. The industry dug in and fought on legal grounds. His monkey wrench is still in the works, as he submitted drastic new proposals to change importation rules in a manner that any hemp product with any detectable level (even 1 part per million) is sufficient enough to have it classified as a schedule 1 narcotic. His intent remained to his last day in office at ONDCP (Office of National Drug Control Policy) to irradicate the hemp industry, no matter its benefits to global environmental health. As does any farmer, Canadians are relying on selling every part of the plant for industrial use. The seed for food, oil and feed, as well as the fiber and cellulose laden stalk.
