Smallest unit start-up wind speed is 3 m/s (6.7 mph). Cut-in wind speed is
2.5 m/s (5.6 mph).

I imagine that the 0.3 m/s start up mentioned previously in "Biofuel From
Horse Manure" was a mis-read or mis-print.
