Be very careful.
Used motor oil contains heavy metals which can
classify it as a hazardous waste. Often special
permits are needed to burn it as fuel. Failure to get
ALL of these permits are financially devastating. If
you remove these heavy metals the waste product
containing them is definately considered hazardous
waste and MUST be disposed of properly. 
Don't try to short cut proper disposal as you will be
caught and the results are financially devastating.

I would suggest:
1.You contact your state and local pollution control
agencies to see what the pollution control requirments
are on burning waste motor oil...and what legislation
may be comming down the pike.

2.You contact others who currently burn waste oil to
see what thye do about permits, etc. Many asphalt
plants burn waste engine oil. I would start there.
