Christian, If you are talking in the vicinity of the "beltway," bank on $1,000 a month minimum for an apartment and utilitites. If you are looking for a small "New England" style home, bank on a neighborhood of $1,500 a month or more, which may or may not cover utility costs.
Rents are rather tall anywhere within a 40 mile radius of DC (commute distance). Occasionally you can find something affordable. Helps to know someone in the area who can keep their eye out.
