I think there are many Americans that will not understand the 
reference you made to hand-shaking as a Custom to prove that one 
hasn't got a weapon to attack.

A polite refusal, and an explanation would suffice. Anger, without 
the explanation, would be rude!

Would an apolgy for our ignorance be accepted? I don't believe any 
deliberate insult was intended.

Ignorance can be cured, but only if the people are still alive to be 
educated. I have tried to learn more about other cultures, and I can 
see that there is a perceived problem with genetically modified crops 
also.
