One way you can do it is to use a sink drain (the brass fitting in a basin.) 
Pick one you can knock the cantre out of, & clean up the edges. Find a fibre 
washer because the rubber one will rot, & cut a hole in the side of the drum 
to fit the item. (The overall size must fit thru the big bung on top) To get 
the item fitted, feed a wire from the big bung hole, & thru the new hole. 
Slide the new fitting down the wire, then it can be extracted out the new 
hole with a finger. Fit washer & nut (may need a spacer so nut dosen't run 
out of thread) & voila! a drain is fitted to the bottom of your drum with no 
welding! 
        If a bigger drain is needed that won't fit thru the bung hole, a bigger 
hole 
could be cut in the top, then later a plate screwed over it (would be useful 
for cleaning anyway)
