Report Recommends 75-85% Cut in Two-wheeled Vehicle Hydrocarbon Emissions

The Central Environment Council, an advisory body to the Ministry of 
Environment, submitted its sixth report on measures for reducing 
vehicle pollutant emissions. This report proposes stricter emission 
reduction regulations, especially for two-wheeled vehicles.

The stronger regulations would call for reductions in pollutant 
emissions greater than those called for in present regulations by 75 
to 85 percent for hydrocarbons (HC), 50 percent for nitrogen oxide 
(Nox), and 85 percent for carbon monoxide (CO), to be achieved in 
2006-2007. These targeted values are the most stringent in the world.

In spite of existing vehicle pollutant reduction measures, Japan 
still suffers from severe air pollution caused by substances such as 
nitrogen dioxide (NO2) and suspended particulate matter (SPM). To 
counter this situation, the stricter restrictions would be enforced 
for two-wheeled vehicles, which account for 20 percent of all 
vehicle-related HC emissions.

Reducing HC levels also reduces levels of toxic air pollutants such 
as NO2, SPM and photochemical oxidants.
