No, if diluted enough it is sub lethal. Still toxic and has no business being there except some scurrilous ratbag found a cheap way of disposing of toxins. Degraded means rendered nontoxic. Uranium is still uranium, plutonium is still plutonium, lead is still lead, and so on but not enough to kill more than a few cells. A few more and you are ill, more yet and more ill.
