It seams to me that Cali. could take a few lessons from Israel, and couple of the other middle east countries. Israel and the others ( I forget which ones ), use gravity to build up enough pressure to desalinate water with selectively permeable and reverse osmoses membranes, and then take the brine and evaporate the water out for the salts. In the process, they also generate some electricity because of the down hill run.
Death Valley, is well below sea level, and they could run a pipeline from the sea to Death Valley, and get a siphon effect going, then use the water much in the way the Israelis and the others do.
