Well? For the consumption of Kael Doan-Loftus (Burn Veggies post) and the
rest of the world...

1) To avoid EPA involvement altogether with the production of biodiesel,
manufacture fuel only for yourself or only release fuel to the market that
has been dyed for off-road use.

You'll still have to register with the IRS for off-road sales (as well as
your state's sales tax agency) and pay road taxes for your personal on-road
use (un-dyed fuel), both state and federal, unless you don't mind being held
liable for some healthy fines at some future date if caught.

2) As to preventing yourself from "burning ... to the ground?" Start paying
heed to the need of eliminating open frame motors and other ignition
sources, not to mention making all micro-systems "closed loop," replete with
alcohol recovery and other odds and ends.

Burn-Veggies and Journey to Forever.org are both publishing more and more
systems that are enclosed and start to address recovery of VOCs.
