Your comments seem reasonable and I can't find much to disagree with in them. Were I advising on military matters, I'd have to ask, though, at what point saving the government money can also be factored-in as an advisable military purchasing action. I.e.: Does "conservation" apply to military purchasing as well as energy conservation? If so, then shouldn't one of the more cost-effective NASA programs be seen in a new light? How much money will it take to replace the Hubble program with something less productive and more costly? I suppose, if we see some good astronomy from the space station project, it could be replaced by that. Is the space station project still on? Will they be doing astronomy? I haven't kept up.
